A free prologue chapter will be made available to all players shortly before launch, giving you a taste of the new storyline ahead. The High Isle expansion does not release until the 6th of June. If you're planning on jumping in to catch up in time for the new expansion, then you've got plenty of time.
Zenimax does say that Morrowind will remain unlocked and free for all ESO players for “the foreseeable future”, so there is the possibility that this gets revoked for new accounts eventually, but for now, anyone jumping into the game can play that expansion's content for free.

According to Bethesda, players had been asking for smaller but also more tactical PvP options that don't require as much of a time commitment. The new PvP mode, Battlegrounds, features smaller skirmishes of teams of fours in areas designed as arenas, quite a contrast to the current PvP choices. The new character utilizes "nature-based magic," but, like the other classes, is customizable enough that players can tweak it to their preferences.
The new class is called "The Warden." The Warden's ally, the War Bear, fights alongside him or her at all times. The expansion includes all "key points of interests" from the original game, so players will recognize plenty of the sights and sounds. The new area will include its own tutorial for those starting The Elder Scrolls Online fresh in the "Morrowind" expansion. The story is set 700 years before the events of the original Morrowind, and Bethesda are calling the expansion "easily the biggest update ever for ESO." Aside from the new zone of Vvardenfell, the update will introduce a new class, a new PvP mode, a new 12 player dungeon and quests that will promise more than 30 hours of gameplay. While players will return to the volcanic island setting of The Elder Scrolls III in the "Morrowind" expansion, they won't be returning to the same time period.
